On December 13, 2023, the Province announced a planned update to the Hazel McCallion Act that would preserve Caledon's connection with the Regional Municipality of Peel within a two-tier governance system.

As part of the announcement, the Province will focus the mandate of the Transition Board to providing recommendations on optimizing the delivery of services that support the commitment to build more homes, including land-use planning, servicing, roads and waste management. Regional services such as paramedics, public health, human services and housing will continue to be provided by the Region of Peel. An updated manddate for the Transition board is expected in early 2024.

Updates will be provided as work progresses and information becomes available.

    Hi Tim,

    Thanks for your question! Transit service in Caledon is currently delivered in partnership with Brampton Transit; and we are continuing discussions with the City to ensure the continuity of TransHelp services in Caledon based on any potential downloading of services that comes from revisions to the Hazel McCallion Act, 2023.

    Transit is an articiulated priority in the Town's 2023-2035 Strategic Plan, and will be assessed as part of secondary plan processes (including the Bolton Secondary Plan). Transit routes are developed based on a number of factors including: cost, feasibility, resource availability, population, etc.

    Thank you for question.

    Caledon provided a similar presentation and report to Council on November 14 which outlined the transition process and its related timelines. Since the October 17 kick-off meeting, Caledon staff have been actively participating in discussions with representatives from Peel, Brampton and Mississauga about how regional services will continue to be provided as of January 1, 2025.

    It's important to note that while staff have been collaborating in this process, the recommendations being formed by the Transition Board will be confidential, and the Minister of Municipal Affairs and Housing maintains full authority for the decisions related to the dissolution process.

    The Hazel McCallion Act (Peel Dissolution), 2023 specifically states that "the The City of Mississauga, the City of Brampton and the Town of Caledon are continued as single-tier municipalities on January 1, 2025".

    The services that municipalities provide are legislated (for example, by the Municipal Act, Health Protection and Promotion Act, etc.). As of January 1, 2025, Caledon will be responsible for ensuring those services exist as a single-tier municipality. In this regard, discussions are currently underway to understand the services the Region provides, and how they are delivered.

    Caledon is committed to minimizing any service disruption and impact to taxes as a result of the dissolution process. In facilitating the process, the Transition Board also has a legislated responsibility for providing recommendations that ensure "the long-term economic sustainability of the City of Mississauga, the City of Brampton and the Town of Caledon as single-tier municipalities". The Ministry of Municipal Affairs and Housing has final authority over how the change to single-tier status occurs.

    As part of Caledon's Housing Pledge, Caledon has committed to building an additional 13,000 homes by 2031. Municipalities of varied sizes have chosen to maintain their 'Town' title or change to 'City' based on the suitability of the term for the municipality. There has been no discussion related to this through the dissolution process.

    Thanks for your question.

    The Transition Board is currently leading Brampton, Caledon, Mississauga and the Region of Peel through an information gathering stage of the dissolution process wherein all municipalities are learning the details about the services the Region provides. The Region's human and social services portfolio is a robust portfolio of integrated services that we know our community benefits from; and we are doing our best to learn from the great staff at the Region of Peel that deliver that work. We've also been in contact with community agencies and the broader Metamorphosis network to understand the impact of dissolution on their work as well.

    The transition process is still in early stages, and no decisions have yet been made on the resourcing needed to continue delivering necessary services in our community.
