The Town of Caledon and Region of Peel are studying the potential employment land conversion of the existing Dry Industrial area at the intersection of King Street and Humber Station Road in northwest Bolton. This means that we are studying the potential for this area to transition to a broader mix of land uses over the long term, including housing.

This work is being done as part of the Caledon Major Transit Station Areas Study and the Region’s Employment Conversion Project.


Update

On November 15, 2023, information meetings were held with affected Dry Industrial landowners and the public to present the findings of the Town’s review.

On November 21, 2023, a report about this project was provided to the Town’s Planning and Development Committee. See Item 8.4 on the meeting agenda. The recommendation to support the employment land conversion in principle was approved.

On December 7, 2023, a report about the Region’s related Employment Conversion Project will be provided to Region of Peel Council. See Item 13.3 on the meeting agenda.

Background

  • The Dry Industrial land use designation in the Town’s Official Plan applies to employment lands that provide for “dry type” industrial uses, meaning they do not require large amounts of water (e.g., transportation terminals, open storage, contractor’s yards, and certain manufacturing operations). Properties in this designation are developed with private water and sanitary sewage services or partial Regional piped services.
  • Significant growth is planned for south Caledon to the year 2051. The Dry Industrial lands in northwest Bolton will eventually be surrounded by residential communities, which will also include commercial (e.g., stores and restaurants) and community uses (e.g., parks and schools) as well as non-industrial employment uses (e.g., offices).
  • A portion of this Dry Industrial area is within the Bolton GO Primary Major Transit Station Area, which is being planned as a higher density community with a mix of uses and housing types, including apartment buildings, to support transit ridership.
  • Employment areas provide for diverse employment uses to meet current and future needs. Certain types of employment uses, including industrial operations, benefit from separation from residential uses. These employment activities contribute significantly to the town’s economic base.
  • In 2022, the Province of Ontario identified the need for 1.5 million more homes to be built within 10 years to address the current housing crisis.
  • Any future Region/Town official plan amendments or zoning by-law amendments would be subject to the processes and requirements set out in the Planning Act, and Region/Town procedures, including public notice and consultation and the potential for appeals to the Ontario Land Tribunal.
