    What is the plan to create entry/exits in SFV? Currently there are only 2. With an enormous and growing community population, when will there be additional access points?

    Thank you for your question. The Town has been working with the Developer to extend Abbotside Way as additional access to the community. 

    The connection of Dougall and Highway 10 is under the jurisdiction of the Province and the Town was not given approval for the extension from the Provincial Ministry of Transportation for safety reasons. There are also currently many access points off of Kennedy Road in Southfields Village, more than other communities off of Kennedy to the south.

    Caledon has a number of nice cycling trailways, including the one proposed on the old Orangeville rail line. Caledon Village is completely cut off from the trail network (Charleston and Kennedy are not suitable cycling routes). Is any consideration being given to providing a trail link to Caledon Village?

    Is it possible to review the rail link from Brampton to Orangeville, electrified and with a large infrastructure upgrade this link could play an important part in transport of aggregates from Caledon (reduce truck congestion and emissions), and provide a GO link to Orangeville which would take pressure off Caledon for development. There are many other advantages to be drawn from such a project and would need Federal/Provincial/Municipal involvement showing a united political will to rebuild infrastructure and have significant contributions to preventing climate change

    In regard to further expansion of broadband services, has tax levy on properties that have been surveyed and agreed been considered? An example might be Airport Rd from Caledon East to Hwy 9, if 80% of the properties agreed to pay for a fibre service with a tax levy covering 100% of the cost in 10 yrs should be acceptable. No cost to other taxpayers and would be no different to introduction of other essential services like water and sewage.

    Thank you for your question. For new developments, we have included the installation of fibre as part of the servicing agreements, so developers partner with providers to install and service the community at their cost. Unlike water and sewer infrastructure, broadband is not eligible for development charges.

    For existing areas, the broadband levy is used to ensure that all areas of Caledon have access and has been utilized to partner with Internet Service Providers to leverage funding from the Provincial and Federal governments to build infrastructure to date. The Town has been receiving about a 10-1 return on investment so far, however the harder an area is to service, the lower the return on investment will be (requires more subsidies to attract providers).

    If an area is interested in paying for fibre builds themselves and splitting the cost of infrastructure, the Town has encouraged them to reach out to providers to see if there is interest from their end. The Town would not need to be a partner in these projects then.

    Why has the rail link from Brampton to Orangeville been excluded from the transportation plan?

    Something definitely needs to be done about the large number of trucks that travel at high speed through Palgrave. We have many children that live here and the Palgrave Public school is right beside highway 50. Will there be any future plans discussed of routing truck traffic around Palgrave as has been done in Bolton? For the present time can maximum speeds be reduced to 30KM/Hr through town. This speed reduction will make it much safer for our residents and allow us to fully enjoy our town and the Main Street.

    What is the Town doing about all of the illegal trucking companies that are making Caledon home for for their yards ? They are damaging roadways , creating congestion and polluting the environment . Roads that are clearly marked "no truck routes" are being used daily . Centreville Creek road is a no truck road yet there is a Large Trucking facility just North of Mayfield that has made its home there . There are estate homes in and around the Town that have tractors and trailers parked on the property staged for business purposes . The laws need to be enforced .

The Official Plan, 2041 will include policies to address future locations for logistic facilities, appropriate truck parking areas and restrictions.  In the interim, the Town’s Bylaw Enforcement section has created an internal taskforce to enhance enforcement of illegal trucking facilities/parking.     How will Caledon East be factored into transportation planning? Will the town or other (i.e., Metrolinx, GO transit, other) be incorporated in the near future? If so what route(s) are planned and times?

    Thank you for engaging with us through our new platform.  As part of the Official Plan Review 2041, the Town will be conducting a  Multi Modal Transportation Plan Update which will also examine the possibility of the transit services with in the Town. The Town’s Transportation Planner – Kant Chawla can be reached at kant.chawla@caledon.ca to discuss in more detail future opportunities for transit in Caledon East.

    Why are we doing a broadband study? After 6 years SWIFT has given us nothing and there needs to be a quick action plan on how to make Internet available to all residents. Why doesn't the Town engage with real organizations who do infrastructure planning?"

    Thank you for engaging with us through our new platform.  The question you raise is an important one that impacts residents and business owners within the Town.  

    The Town continues to make access to broadband a priority issue for all residents and business owners.  The Town continues to engage with SWIFT seeking opportunities to access funding for improved systems.

    The Town has also sought other initiatives to secure high speed internet for residents and businesses.  In 2019, the Town call for proposals was issued and awarded to Vianet. This work will see the Bolton Industrial Park receive high speed internet, with the project scheduled for completion by April 2020.

    The Town will continue to engage with other Internet Service Providers through open calls for proposals as a complement for our work with SWIFT.

    As part of our Official Plan Review process we will be looking for opportunities to update policy and implementation tools that will support improvements to access to Broadband within the Town.  Additional information on this topic can be found on caledon.ca/internet.

    Hi Kant. Please, make sure to have policies in the OP that facilitate the expansion of high speed internet across the whole Town. Rural areas seem to be left out, and there is no helpful information available about SWIFT (even a rough schedule!!) and how it will roll out to rural areas. Additionally, why couldn't all road occupancy agreements with service providers (Bell, Rogers, etc.) include requirements - or even incentives - to serve rural households? Typical road reconstruction design should also include conduit installation to facilitate service provider penetration to rural customers.

    Thank you for your comments and engaging with us on our new platform. 

    We have noted your comments and please be assured that appropriate policies with regard to facilitating high speed internet Town-wide will be formulated and included in the new Official Plan.  We will examine your suggestions regarding setting out conditions to serve rural households while granting road occupancy permits. Similarly, we will consider formulating policies for typical road reconstruction design to include conduit installation to facilitate providers penetrate and serve the rural customers. 

    Please note that SWIFT in 2019 released funding to three areas for pilot projects, as approved by the Province. These projects have gone through the RFP process with SWIFT and are now being built in Wellington County, Norfolk County and Lambton County. We are currently waiting for the next release of provincial money to SWIFT for the next group of municipalities to receive funding.  To date, there has been no announcement from SWIFT in terms of when this will occur or which municipalities will be involved, however the Mayor, as Council’s representative on the SWIFT Board, and staff continue to advocate for Caledon to be included in the next round of funding announcements. 

    The Town in the meantime, has been looking for ways to address the service gaps within Caledon. In 2019, a partnership was announced with Vianet to bring fibre to the Bolton Industrial Park to ensure that the small business community could be served. Earlier this year, the second part of this partnership was announced, with Vianet building 35 km of fibre along the Caledon Trailway (end to end) which crosses a number of rural areas within Caledon. This fibre will form the backbone for future fibre builds in Caledon.
