We are looking for your input on a new Encroachment By-law staff are proposing which includes changes to the Clean Yards By-law. It applies to boulevard use and maintenance. These by-laws are still in the development stage and may be subject to change.

Encroachment By-law

A new by-law has been approved and implemented to provide permissive rather than restrictive rules around encroachments on boulevards.

The By-law:

  • allows minor alterations like soft landscaping to be permitted on adjacent boulevards;
  • provides clear guidelines on the maintenance standards of soft landscaping and tree edging;
  • establishes a permit process for any changes/encroachments that are not considered minor encroachments; and
  • includes enforcement for any non-compliant alterations to the boulevard.

Clean Yards By-law Amendment

The Clean Yards By-law regulates the care and maintenance of land. An amendment to the by-law has been approved to allow for consistency within the Encroachment By-law regarding boulevard maintenance.

The Clean Yards By-law now:

  • requires home-owners to maintain the adjacent boulevard free of tall grass (grass exceeding eight inches in height), excluding properties zoned Agricultural or Rural; and
  • updates several definitions to allow for better clarity.
